Parent-Child Assistance Program (PCAP)

At New Horizon Care Centers, our Parent-Child Assistance Program (PCAP) provides long-term, relationship-based support for pregnant and parenting individuals who have experienced substance use challenges during pregnancy. Our goal is to help families build healthier futures through compassionate advocacy, connection to community resources, and ongoing support.

Program Foundation

PCAP is an evidence-informed case management program developed through the University of Washington Parent-Child Assistance Program. The program focuses on helping parents strengthen stability, support recovery, and reduce the risk of future alcohol- or drug-exposed pregnancies.

We believe every parent deserves compassionate support, hope, and the opportunity to build a healthy future for their family. Through PCAP, we are committed to helping families access resources, strengthen recovery, and create lasting positive change.

How PCAP Supports Families

Participants in PCAP receive individualized support over the course of three years. Services are tailored to each family’s unique needs and may include:

  • Assistance connecting with substance use treatment and recovery supports
  • Parenting education and family support
  • Help accessing medical, mental health, and prenatal care
  • Housing and transportation assistance
  • Support navigating child welfare, legal systems, and community resources
  • Goal setting, advocacy, and life skills development
  • Family planning education and support

Our case managers work alongside clients in their homes, communities, and other supportive environments to help reduce barriers and encourage long-term success. PCAP emphasizes trust, consistency, and meeting individuals where they are in their recovery journey.

Our Approach

We understand that many individuals facing substance use challenges have also experienced trauma, instability, and barriers to accessing care. PCAP uses a compassionate, strengths-based approach focused on empowerment, connection, and practical support.

Rather than focusing only on abstinence, the program helps participants improve overall well-being, strengthen family stability, and create healthier environments for themselves and their children.

Who May Qualify

PCAP is designed for pregnant and parenting individuals who may benefit from additional support related to substance use, recovery, and family stability. Referrals may come from treatment providers, healthcare professionals, social service agencies, or self-referral.
